You might want to first go to the state VR program. I went there first and they paid for a class so I could write a business plan. That is essential in applying for any type of funding. You must research the market and do long term financial projection for anyone to risk lending you the money. Every city has a local SCORE program which is made up of retired business people who advise individuals who want to start a business. Many have classes in writing a business plan as well, they're free.
The SBA may have those services too.
