Steph....BSCIP is Brain & SpinalCord Injury Program, you need to get a caseworker.  I forwarded ur  em to mine, we trade emails all the time, he's very cool guy.  I hope that someone can lead you to the right folks....everybody here (houston, dave, stacy, etc) had some great ideas.  I would light up the emails  and phones to city commisioners and anybody else i could think of...
