I went through Microsoft Certification on the state here in
Texas. It was much better being on-campus for the learning. I highly
recommend "on-campus" classes if you are not already employed. Recently I
also graduated from University of Phoenix Online, the on-line curriculum
was very well paced and allowed me to knock out a second degree in less than 2
years.
I know that Texas does not cover travel expenses and they
have specific grading requirements. Also, sometimes books are covered,
sometimes not. My years at University of North Texas, Stephen F. Austin,
and Community College were all state paid. Again, they cover certain
things at certain places, I think it also depends on where you are in your
