I personally feel that any citizen has the right to file a civil action when they honestly feel that their personal rights have been affected. The Constitution of the USA protects you and assures you a speed trial. I hope you do well in your endeavor.
However, as a member of the Quad-List, I don't know how I can help you based on the email you forwarded to the List. Not using Spell Check and having misspelt words takes some credibility from your complaint. I also get the feeling that there is more to your incident that what was enclosed in your email copy to the Quad-List.
