The gap between institutional spending and community service spending is closing but there is still a significant institutional bias that needs to be reformed. 2. The % of Home and Community Service waiver spending for MR/DD services is approximately 3 1/2 times higher than for Aged and Physical Disability Services due to the aggressive advocacy done by MR/DD advocates at the state level.
