I've seen great parkas or hooded ponchos maid for those in wheelchairs.
I've tried oine one, but never bought one. They look like it would be perfect.
I've seen nthem cheaper, but here is one.

I keep pretty dry in the
rain with a rain jacket, expect my lap. Well, I finally figured out a solution
and thought I'd share it with you all.
I bought a good $65 FULL length
rain coat. Then my Mom, or a taylor could do it, cut out the back section from
the bottom of the pockets around to the other pocket. This makes the back of the
rain coat fall just at my butt, then the rest of the full length part of the
coat sits on my lap and down my legs! I also put velcro (or a bottom would
work) down at the bottom of the coat so it doesn't blow
open.
I've also done this to winter coats to
keep my legs warm.
