So far fuel cells are not on average cars. Ok, the car battery is technically a fuel cell, but its not what I think you are talking about. A fuel cell converts chemicals into electricity and is a device. A fuel tank is just a container. A hydrogen fuel cell that would power a car on today's streets would cost about half a million dollars. this type fuel cell would work almost in reverse using electricity to convert water into hydrogen and oxygen then feeding it to the engine. NASA type fuel cells usually change hydrogen and oxygen into water while producing a DC electric current. Most work as long as they have fuel to convert.
 
A lot of people don't use the term right. I have heard nascar drivers call the convoluted fuel tanks that they use for safety reasons, fuel cells.
