I saw them evacuate cities on the gulf coast in fear of Ivan a couple years ago. Both north and southbound sides of the expressway became northbound. For some reason, this time the police kept the southbound lanes closed to northbound traffic. The effect was an enormous parking lot. Within 12 hours of the electric generation stopping all cell phones died because they were only designed for a 12 hour power failure. The police and fire lost their ability to communicate within 24 hours. The superdome was designated as a storm shelter yet it has no capacity to generate its own power. It has no clean water supply. It has no backup sewage system. The hospitals have no backup generators. the lack of preparation and common sense has been nothing short of criminal. For hotels to not have high wind resistant glass is an easy building code violation, but many of the tall buildings have no glass left in upper floors.
New Orleans and the gulf coast have been "Grandfathered in" to death. In an area with such a large number of people to have so few working shelters or plans is nothing short of criminal misconduct at least, mass murder would be the charge I'd like to see leveled at government and former government officials. If they wouldn't do what it takes to make the coast storm resistant after Andrew, then they should have bought the homes and created extended parking from the beach. Instead, they allowed slum lords to dictate where and what condition homes could be occupied.
As far as New Orleans being under sea level, river level, lake level, all I can say is, San Francisco sits on a major fault that will slip and frankly, I don't know what disaster preparation they have. Do they have any? The entire east coast seaboard is at risk of a tsunami that will happen and there will be just over 12 hours notice. That's 40 million people running for the hills at once. Planning hasn't even begun. This aren't possible disasters that might happen. It will happen. Just like a category 5 hurricane will hit the gulf coast again. Praying doesn't save lives, preparation does. Most of the people in the south don't know a bottle of Clorox will make 20 gallons of clean water. You can pump gasoline with a 10 dollar attachment for a drill driver.
Our government does not encourage readiness and will not reward it. A disaster in Washington DC is a bad dinner party. Why would we trust morally bankrupt money junkies to lead us in a catastrophe. It is not looting unless you don't need it and can't use it. If the people steal cars and trucks to get out, then make sure the vehicle has a full load of people. People are dying while police worry about frivolous crimes that mean nothing to anyone but a lawyer.

This is bad and here in Arkansas you can't get a room no where and hotel owners are thankfully forgiving peoples bills because they have no funds.
The Childrens hospital sent their chopper down there and a whole convoy of ambulances left to as well as any National Guardsmen.
 
The looting going on is unbelieveable!
I mean who needs 10 pairs of Nikes when you're knee deep in water lol! Get some freaking hip waders at least!
