MFP is a demonstration program that will give States a financial incentive to provide long term care services and supports in the community by providing a 100% Federal match for home and community Medicaid waiver services. BILL NUMBER: Senate Bill - S 528 House Bill - H 3063 CURRENT LEGISLATIVE STATUS: MFP is currently included in the Senate Budget Reconciliation bill but has not been included in the House Budget Reconciliation bill. We want to see it at 100% federal match and starting in 2006. BENEFITS OF MFP: a.. Allows people with disabilities and older Americans to choose to live in the community with dignity; a.. Assists States to pay for home and community services; b.. Assists States to comply with Supr. Court's Olmstead decision; c.. Rebalances the institutionally biased long term care system. ACTION NEEDED: Support of MFP at 100% and starting 2006 in the Conference Committee; Inclusion of MFP in the final Budget Reconciliation Bill - FY 2006; Passage of Budget Reconciliation Bill with MFP included - FY2006.
