if a non-profit charity were run with those administrative costs, it would be shut down. And well it should be. Only in the halls of government........disgusting.

I couldn't agree more.

Another despicable truth about VR is their budget distribution.
Approximately 75%-80% of each state's combined state and federal VR funding
goes toward administration.  Only 20%-25% of available funds are allocated
for VR client needs like tuition, housing, transportation, adaptive
equipment.  At least this is the case in Georgia.  Before receiving
services, I was evaluated by VR 4 times to determine if I had a disability
that would make me eligible for VR assistance.  I am a C4 quad.  If this
isn't administrative incompetence, I don't know what is.

I probably sound like VR's biggest enemy, but this is not the case. I would not have obtained my training and eventual employment without VR assistance.
I am grateful for VR, but they do have flaws that cannot be ignored.
