Actually, that depends on the local ordinances.  In Flint, MI they can and do ticket in ANY parking lot.  I'm not sure about the ordinances here in Leesburg, FL.

If it is a parking lot, like a grocery store or Walmart, the police do not have the right to give tickets because it is considered private property.

Most everyone carries a cell phone these days....he could have called the cops. People don't want to pay $500 bucks for a parking ticket either.
