You mentioned a van vs anything else, so I will attempt to address, just vans.  A new van with lowered floor and basic electrics will start at about $43,000.  If you need secondary controls (quad controls) such as joystick and hands free accessories, another 8-12 grand for the upgrades.  This is where an evaluation is very handy to detemine percisely what you require, for the next 5-7 years.
