Most likely that wasn't it, income doesn't matter all you really have to do is show necessity and have it written in extreme detail or if your lucky just have an understanding contact in your state which I was lucky enough to have.
The lady I dealt with told me exactly how to write it up.
 
There is a great website that you can use to write your plan  online and it sends your plan to your e-mail address to print out and worked great to me.
 
The  main thing I had to prove is that I needed it  for work, which is pretty basic I mean you have to have an accessible vehicle to get there. I live in a rural area where public transport is not an option plus my jobs change locations daily depending on what phase a house or subdivisions is in.
