Is he entitles to VR, Vet or some AT assist from your state?

If you got him inside, I doubt there would be enough headroom.  I have a Dodge Caravan with a 10 inch dropped floor.  A Caravan has about the same headroom as a Windstar.  The ramp needs to be lower, the floor dropped (or the roof raised) and you need tie-downs.

I just bought a Ford Windstar minivan to be able to take my brother
on outings.  He weighs a 175 lbs, and his chair probably weighs a
good 50 pounds.  We bought a 7 foot wheelchair rampfor $300, but it
is still next to impossible for me to push him up the ramp by myself.
Are there any low cost options that would help me pull the chair.
