I'm pretty certain it won't move in the elevated position and it won't elevate when it's not level. It does allow to to elevate to reach things. The safetys are probably set by a computer. Maybe it can move slowly while elevated. All elevating chairs that I've seen have tilt sensors and use large batteries to achieve a low center of gravity.
