That is what they say they do here in Washington, fund modifications.  Years ago, I was told by other quads that vans were sometimes funded by DVR.  Then DVR told me no.  Years after that it was able to funded but at the same time they told me that program was most likely going to be cut.  I guess my point is that it seems like it happens arbitrarily...at least in Washington state.  I do think I got very lucky!

As an aside, just to share:  I just found out that COPES (which is a program that sort of supplements DSHS) will offset van lift repairs by paying part of a utility bill.  I thought I would give it a shot and asked my social worker.  Leave no stone unturned :-)

In most states VR will only pay for the mods after the van has been purchased by an individual themselves, providing that the van was sound.
