I have to tell you I felt like an absolute cad the other day when I was rolling down the halls of my local VA and spotted some of the wounded Iraqi and Afghan veterans rehabilitating. Why was I feeling like this? Well, my self preservation kicked in and all I could think about was how much easier it is for me to get items I really need now that these veterans are in the system.
I think it was a couple of years ago that the VA was going to be unable to meet the health care needs of the veterans until it became public and the Congress and the president were called on to the carpet by their constituents. The scramble to increase the VA budget to a sustainable amount was absolutely mind-boggling.
I'm not looking for a serious debate here, but just thought I would state my opinion. I am sure there are others who disagree.

Will this mean that those of us in group 2, will no longer get funding for the kind of wheelchairs we need. That is what it sounds like. That might your reduction would make a company not want to work in the chair, because they would not make enough of a profit or enough to cover the costs of the chair.?Dana
