Just 12 years ago, this wouldn't be an issue as no one had pool lifts. After the passage, commercial properties made a very slow process of upgrading their properties and today some are still without. Often, its not the cost of the lift, but rather the cost for safely and properly installing the lift. The concrete apron has to be dug up or modified to hold, not only the lift, but the weight of everyone who will use it. Kind of like a porch lift. Until such time as you get a lift and its properly installed, a cold or wet towel around your shoulders doesn't wonders in keeping the heat levels down.
