Household bleach kills any bacteria upon contact.  Diluted with water,  it 
may take a little longer of soaking.
Vinegar (white) is a mild acid (5%) but no disinfectant properties.   It does 
control odor very well.
 
Most manufacturers do not recommend the re-using of drain bags.   However if 
they are properly
disinfected, rinsed, soaked in vinegar and allowed to dry, they can be  
reused with confidence.
