With all due respect Dan.  Don't play doctor. 
Someone who is 70 with those symptoms should be seen by a medical doctor to  
determine the cause.
If I'm not mistaken, legs swell during the day and shrink at night while  the 
person is reclined.  For someone with the opposite problem, medical  
intervention is necessary.
