kbb says around $16k for an e150 passenger van with 20,000 miles
the lift looks like maybe $10k, raised roof is about $5k
$28k sounds reasonable

This beautiful 2005 Econo line van is set  up with every amenity a handicap 
person could need. It has power windows,  locks, and has hand controls for 
driving. The ramp loads from the rear, and  is set up for the handicap person 
themselves to be able load and drive away  by themselves. This option alone 
allows 
any handicap person to feel  independent all over again.

It is also still under Manufacturers Warranty for 36K miles or 6 months and
