A number of cities in the USA have established programs for a highly trained civilian group to issue "Citations" for improper parking. Only a trained officer of the peace, can lawfully write "tickets." Citations, are a good way to start the program, but first you have to meet with the local Chief of Police in your local. It should be a personal meeting in a business format. Don't be surprised if they advise you that it must be brought before the local government council for approval. The program begins with training and lots of it. It won't be easy, but those who have stuck with it, are proud of their success record and conviction rate. Evanston, Illinois and St. Joseph County in Northern Indiana have successful programs. City of Chicago's Crip Patrol was so success, that those in the field were absorbed into the Illinois Dept of Revenue as employees and authorized to issue "Citations." And boy, are these guys good. The are issuing citations that generate revenue. A lot of revenue. Expect resistance, but once it passes, you will be able to look back and reflect on your endeavors.
