I had heard that before, but I didn't realize until I got to the very end.

All I kept thinking about throughout the entire story was this is
entrapment.  Most people don't know that.  If a police officer witnesses a
drunken person or someone who has their faculties impaired attempting to get
into a vehicle, they are supposed to stop the person, if it's possible.
Failure to do so would be like watching an individual walk into a bank with
a shotgun in their hands and simply waiting until that individual actually
robs the bank.

Just something to think about.
