I'm not positive, but I believe the dancers to whom you are referring were
from Britain.  It was there segment of the closing ceremony.

In regards to China's population control, I believe it is only one child.
In fact, I remember it being big news that the central government was
permitting families that lost children in the earthquake to have another
child.
