The only symptoms presented were weak muscle and venting.  We all know  
that C3/4 Quads are using some form of Bladder and Bowel Management. We also  
know that there are some limited exception to those general facts. To resolve 
 any physical issue, it is most important to know all of the symptoms 
before  making a firm prognosis.  Errors are made when obvious, and some "not 
so  
obvious" symptoms are missed.
The best advice is still, "See Your Urologist."

I found another  good link (above)  regarding  bladder management for 
people with spinal cord injury. Hope this is  helpful.
Most importantly, sounds like she should see her doctor to  see if she has 
a UTI or kidney infection, which can have dangerous  complications if not
