When in doubt, use it straight. I use to use straight bleach but it
would sometimes splash on my PCA's clothing so I switched to straight
vinegar. I have two bags. I use one and put about 15oz of vinegar in
the other bag and let it soak for 24 hours then switch them out.

Interesting timing, I just learned from a local disability organization
that bleach water, although still smells and acts like bleach,
will lose the ability to kill germs after 30 hours.
