Yes, but a Texas Cath can hold and suspend a drop of urine in the head  of 
the condom after it is released from the penis, but not to the collection  
tube and bag.  It only takes a few drops, heat, bacteria.

I would guess that having a Texas Style Cath, is inviting UTI's as  urine 
pools around the opening and bacteria continues to colonizes in  your bladder.
