Yes, it can be done and it is not difficult to do.  The problem is  that 
your chair operates on a 24 volt dc system and when you connect a 12 volt  dc 
socket, you only draw off of one battery.  This can and does cause  uneven 
drain and may complicate the recharging at a later time.  A shielded  socket 
with weather protector cover and a proper sized fuse inline will work  well 
for your cell phone.  Nothing else. No electric blankets, no coffee  pot 
warmers, no ice makers.  I've know people to ask for car battery jumps  when 
they see that socket on your chair.  Drilling holes and routing  electric 
wires and properly securing them should be left to those worthy and  trained.  
Remember, its like placing a breast on a bull.  Its a pretty  sight, but you 
will never touch the bull.

I think it would be  cool for little things. My phone can use up it's 
battery pretty fast. There is  an electric coffee cup that will keep hot if 
plugged into a lighter outlet. Or  an electric blanket on cold nights out. My 
chair repair shop wont do it, but  the one here says it can plug into your 
chair's charger's plug-in. $200 is a  bit much. But a great idea.
