Most of what changes going to "medical" classification is the decimal point. Your 20,000 dollar PMV will be a 200,000 dollar wheelchair. Many of those are not truly wheelchairs, but classified as PMV which is a non medical term for mobile transportation. Once you include a PMV for medical use... everything changes.
