You are most correct...up to a point. Those who require a complex rehab  
chair will look at PMV as a pipedream.

Many of those are not truly wheelchairs, but classified as PMV which is  a 
non medical term for mobile transportation.  Once you include a PMV  for 
medical use... everything changes.
