Dear JFA Readers,   
It is with a heavy heart that I announce  my retirement as JFA Moderator.  
I will be leaving the American Association  of People with Disabilities on 
July 8, 2011 to pursue a graduate degree, and  effective today I am 
handing-off Justice for All to Frankie Mastrangelo, an  exceptionally capable 
and 
passionate advocate who comes to JFA from the  Disability Vote Project at AAPD. 
I know that she will bring a unique perspective  and style to JFA, and I 
encourage you to get to know her and provide her  feedback at [email protected]_

I want to say thank you to each and every one of you who continue the fight 
 day-in and day-out, year-in and year-out. While I am leaving this 
position, I am  not leaving the movement.  I hope to reconnect with you in 
other 
capacities  in years to come.   
 
Over the last two and a half years, it has been an honor to fight  
along-side you, to serve our community, and to carry the torch of justice.   
Many of 
you have become friends as we have rejoiced in our victories and  struggled 
against challenges. I have enjoyed each email I've received from the  
thousands of engaged activists across the country.  With your questions,  
comments, concerns and statements of support, you have taught me an 
incalculable  
amount.

Nearly 1 in 7 People on Earth is Disabled, Survey Finds

More than 1 billion people in the world are living with some sort of  
disability, according to a new international survey. That's about 15 percent of 
 
the world's population, or nearly one of every 7 people.
 
The numbers come from a joint effort by the World Health Organization and  
the World Bank. The last time anyone tried to figure out the prevalence of  
disabilities was back in the 1970s, when WHO figured it was about 10 
percent.  The current report suggests the 15 percent estimate will grow as the 
world's  population ages...

CLASS in Jeopardy: Policy Options to Reshape the Program

The Community Living Assistance Support Program (CLASS), as established by  
the Affordable Care Act, was a huge victory for the disability community.   
It is designed to create a national, voluntary disability insurance program 
that  will help people with disabilities stay in their homes and 
communities and pay  for services that they need. However, now this program is 
in 
jeopardy because  the law provides that CLASS cannot be implemented until HHS 
finds that the  premiums paid will cover the benefits paid for 75 years. It is 
widely agreed  that this cannot be done without significant changes and 
adjustments to the  program. HHS intends to issue a proposed rule on necessary 
changes in October  2011.  Recent reports by the Robert Wood Johnson and the 
SCAN Foundations  suggest options to save this important new long term care 
insurance  program...
