Some States provide a list of 21 forms of acceptable references before issuing a State ID. Your old ID could have been one of them event thought expired. Of the list one needs 7 to qualify. I had gotten a state id card while I was still in rehab, 22 years ago. It expired back in the 90s. I thought I should get a new valid one. I was almost not able to prove my identity with the documentation they accept. I needed to borrow a high school classmate's yearbook with my picture as one of the 4 documents.
