Part of the problem is that California has some of the most strict regulations for smog in the U.S. and they very by county. I think that the whole country needs be under one set of rules. And then there's other industrialized countries that don't have any or very few regulations. If the United States would stop trading with those countries and start making goods back here in America, maybe we could get the whole planet on the same page to stop global warming.
