that's the way to go wheelchair. pipe insulation will work for  many 
wheelchair needs. if you use the split version pick up a pack of  plastic zip 
ties 
to secure it or you can use some colored electrical tape  and wrap that 
around the foam to add some bling.

Any Big Box Store, like Lowes, Menards or Home Depot, carries foam pipe  
insulation in 10 ft sections.  Its available in 1/2, 3/4 and 1  inch.  Its 
available in pre-splits and non-split.  Just cut it to  your desired lenght.
