I use a gallon of distilled water mixed with 1/2 cup of distilled apple 
vinegar.

I would think letting rest with bleach in it for 15 min. would be a good 
idea... As long as it drips dry.
 
The SP cath has a fulltime,  direct, opening, to the bladder. Would the bleach 
fumes be bad? Could that be why.

I did something like that for years A couple of years ago I started to use 
vinegar in place of bleach. It's much easier and I really haven't found any 
difference. Still don't have that many infections.
