You can call them and find out for sure.  It would also be on the  cover of 
the owner's manual.

.  Make sure you have your serial  number available when you talk with Tech 
Services.    28  seconds sounds slow to me.  Tilt actuators operate off of 
24 volts and  to the best of my knowledge are not adjustable in time cycle.  
Your  actuator could be binding. The push arms on actuators are not lubed 
as lube  attracts dirt and moisture.  Was yours replaced or repaired?
