The first hurdle would be to find a surgeon willing to take on the challenge. 
Next the doctor would have to cut the stomach open and use something to hold 
all of your insides in, then the easy part is to make a nice tighter skin flap. 
I was in dire staights in 2011 when I went in with a 3 day old burst appendix. 
They cut all the stomach lining I had left to pull out my intestines to wash 
everything from the septic infection that was killing me. Now my gut is 
terrible and even includes an additional bulge on the right side. I went in 
after I survived the initial surgery to fix the hernia. They were to scared to 
cut me back up again and put the patch of the outer layer of stomach just under 
the skin. I was a super quad b4 this, but now things are different for me. My 
advice would be leave a sleeping dog alone and live life.

Anyone ever heard of a quad doing surgery on a quad gut?
Mines not real big, but can get uncomfortable. It often feels like it's 
extended, bloated. I use a binder for blood pressure and it helps with the 
bloated feelings, but it can fold and leave red marks. So I leave it off every 
few days. I thought they should be able to push everything back in place then 
tighten it up.
