Disaster Plans are not based on a single person, but a greater area of  
need.  The more that are registered within the plan will benefit.   Chicago has 
a Disaster Plan for the Disabled. Many have signed up and  registered, but 
the other 50% are not known because they have not heard of or  registered.
I believe that each person should have a Disaster Plan.  Something as  a 
simple 900-1000 watt gasoline generator could help someone in need until power 
 is restored.  I recently purchased a small hand carry gasoline generator,  
for $90 bucks from Harbor Freight.
I've seen videos on You-Tube of these generators powering drills, saws,  
cement mixers and welding equipment (not at the same time) so I'm sure that in 
 an emergency it will power vital equipment until utilities are restored.   
Also, don't wait to have a back up plan for your Disaster Plan.

during a major  outage restoring power to a person here and a person there when 
there's tens  or hundreds of thousands of people without power.  I was on 
my local  utilities "list" and was still without power for 3 days.  I'm a 
vent user  and they didn't make me a priority.  Granted this was an epic outage

charger, etc. I  NEED them to know that so at least I have done that. They 
actually offered  to do that when I first contacted them.
