[QUAD-L] Echo ?

I was hoping someone might help me with info about the Amazon Echo.

I'm hoping to do 2 main things:

1. Control TV, my cable box. Can I control volume, channels?

2. Call caregiver at night. Can I have it ring a chime or something?

What all do I need? The Echo, and what accessories?
