I looked for a cell phone I could access from my computer to send/receive
text and voice calls. I found I am able to do that using Google Project Fi
as my cell service. Project Fi automatically connects to WiFi to
send/receive text and voice calls. If I am ever out of WiFi range it
connects to a cellular network.

I have a cell number I can send/receive text msgs on my computer in the
Google Hangouts app or on my cell phone.
I can make and answer voice calls on my computer through the Hangouts app.

When I want to do other things on the cell phone, such as setup the
alexa app, harmony app, etc. I use an app called Mobizen which lets you
access your Android phone from a web browser or desktop app.
