Did some more research. You need 2 things: "Xbox One S" and the add-on
"Xbox One Kinect Sensor"

As with all voice navigation on Xbox, using voice while watching TV in
OneGuide requires a compatible headset or Kinect—some way to input the
sound of your voice.
