Hmm, this is easy. Actually very easy. Do a search for a program called TransMac. This is a program that will allow you the ability to write Mac based disks from a PC. It works excellent and if you register it you can make Mac CDs and format Mac drives even. Its worth a definite download.
As per Stuffit, I am working on a site that will have disk images up for PC users to make Mac boot disks and utility disks. For now however, check out http://www.jagshouse.com/stuffit.html. Download the unstuffed Stuffit 3 and the stuffed Stuffit 5. Use TransMac to format a PC disk to Mac and then copy over the files. Install Stuffit 3 and unstuff the Stuffit 5 installer. Than install Stuffit 5. This system is exactly how I setup a Quadra 650 with OS 7.5 and it works fine.
