Yes, install the software for the pc side including the cdrom.sys. Oakcdrom.sys is fine for vpc but will do nothing on a dos card. Frankly I'm surprised the pc side comes up without hanging.
disk 2, 1.6.4 pc compatible software from apple, surprisingly who make the card might just be worth a shot.
