The Starterdisk is a drive image file which you can load into Basilisk to get you started. It has stuffit and other tools to help you decode bin, sit, hqx ect files onto a new larger hardfile.
The second link is the Basilisk manual, it might be handy but at 11mb its up to you.
When the emulator is running you can mount the pc drive and copy mac files from your win32 partition. This is the easist way but some files like the .sea files may not transfer correctly. This is why you often see .sea.bin or .sea.hqx. These files can be copied from pc to mac and dropped onto stuffit to unpack.
I could ramble on about emulation for ages. ;) but better not. That will get you started. You might try the Mac n Dos list for emulator questions also.
