If anything it's input, not output.  Make sure the polarity is 
correct, either center positive or center minus. This is usually 
shown as an open circle with a dot in the middle.  If it's center 
plus a line connects the dot to a plus sign and the circle to a minus 
sign.

The 900mA PS will probably work, at least for testing.  Prolonged use 
could lead to failure though.

The 2.8A PS will probably be okay.  The problem with this one is that 
since the load is quite a bit below the power supply's rated output 
the voltage may be to high.  The output voltage of a cheap wall wart 
drops a lot with load.  So while it may be rated at 9V at 2.8A it's 
open circuit voltage could be more like 15V.  At 1A it might be down 
around 11-12V. This probably won't damage the modem but it's 
impossible to say.
