Hi Don,
This is my suspicion, based on the current info: being an older HD, and
being a full-height, I would bet that this HD was intended for external use.
You want to use it for internal use, which would be fine, except that the HD
is dependent on something else to terminate the chain (which it would get
via the external terminator).
Look on the bottom of the control board, near to, and parallel to the SCSI
connection end. Do you see a tiny stream of what looks like miniature
brass-colored holes/sockets (in sets of two or three)? If so, you're going
to need to get some "resistor packs", used to engage internal termination.
Call Seagate, and see what they can do, or snoop around some PC shops for
the right size. 
If this IS the case, remember that pin 1 needs matching to socket 1 - on the
resistor, pin 1 is indicated with a colored dot or insignia; on the board,
socket 1 is usually identified with a fine line, or no. 1 or a slightly
different shape from the other sockets in the set.

Though I've never tried this, it seems plausible: take your SCSI cable
(internal) plug the HD in one of the connector ports OTHER than the last,
and affix an internal SCSI cable terminator onto the last port of the cable.
