I have set up a number of LC 475's for people new to computers. I have found that with enough memory OS 8.1 works fine. I prefer setting it up with 8.1 because I find it easier to set up and use...probably because that is the OS that I have had the most experience with.
Like anything else, it probably comes down to what you are going to be doing with the computer. If you are fine with OS 7.5 then use it, if not try upgrading it and see what you think.
