Not unless it has a PPC upgrade card.

You can go to 8.1, but a 68k machine like your Quara cannot boot form an
HFS+ (MacOS Extended) volume.

Alternately, you can work around all that by installing a Power Macintosh
8500 motherboard into your 840 Case. But if it's an 840AV, you'll lose the
AV capabilities, which some people around here apparently think is
sacrelige.
