Sounds like you need to visit your local recycling center and replace that monitor. It'd cost way more to fix it that another one would cost you. And judging from how drastically ALL Mac-related products are dropping in price, I'd spend my money on at least a 17" screen if I were in your shoes! Just my .02 worth.
