The answer is yes a 475 can drive an AppleColor Monitor, but you might not like the result.
The IIgs has an RGB port which is similar to the 15 pin mac port. I think it might even be as far as pin compatible, but I'm not completely sure about that. The IIgs monitor used RGB with a refresh rate of about 15.75khz. This is the same rate that standard NTSC televisions use. To mate that monitor to your 475 you would have to build or aquire the cable to get the pins matching up, then you would need to short certain pins together on the 475 monitor port so that the 475 would output in NTSC mode. This is a valid output mode on the 475. The resulting video would likely be 512x384 interlaced with a refresh of 15.75khz.
